بررسی نقش حکومت های محلی در برقراری بهداشت شهری برای مقابله با اپیدمی کووید-19

چکیده: جهان امروزه درگیر مبارزه با اپیدمی کووید-19 بوده و نگران پیامدهای احتمالی آن و در پی یافتن راهکارهای برون رفت از آن می‌باشد. مناطق شهری ناشی از تراکم جمعیتی بالا، آسیب پذیرتر از سایر مناطق محسوب می‌شوند. حکومت‌های محلی با توجه به شناخت همه جانبه نسبت به شرایط محلی و توانایی اقدام در کم‌ترین زمان ممکن، نقش پررنگی را در عرصه مبارزه با اپیدمی کووید-19 بازی می‌کنند که یکی از عرصه‌های اصلی این مبارزه حوزه بهداشت شهری است. این مطالعه در قالب یک تحقیق تحلیلی توصیفی با روش تحلیل محتوا به بررسی اقدامات صورت گرفته در حوزه بهداشت شهری توسط حکومت‌های محلی برای مقابله با اپیدمی و تبیین اهمیت نقش حکومت‌های محلی در برابر اپیدمی کووید-19 پرداخته است. بررسی اقدامات حکومت‌های محلی در حوزه های مرتبط با بهداشت شهری برای مقابله با اپیدمی کویید-19 در قالب 9 حوزه خدمات‌رسانی، آب رسانی، جمع‌آوری پسماند و مدیریت پسماند، تغذیه، بهداشت و درمان، آگاهی‌رسانی، عمومی ضد عفونی و تمیز کردن، افراد بی‌خانمان و تدابیر و محدودیت‌های اجرا شده در شهرهای مختلف، نشان می‌دهد که علی رغم وجود برخی تمایزات و محدودیت‌های اقتصادی و سیاسی موجود در برخی کشورها از جمله ایران که موجب محدود شدن نقش حکومت های محلی شده است، حکومت‌های محلی در اقصی نقاط جهان در محدوده حقوق و وظایف تعیین شده خود نقش اصلی را در مبارزه با اپیدمی بازی می‌کنند.

Abstract: The world today is engaged in the fight against the Covid-19 epidemic and is concerned about its possible consequences and the search for ways out of it. Urban areas due to high population density are more vulnerable than other areas. Local governments play a key role in combating the Covid-19 epidemic due to their comprehensive knowledge of local conditions and their ability to act in the shortest possible time, which is one of the main areas of this struggle in the field of urban health. This study, in the form of a descriptive analytical research using content analysis method, examines the measures taken in the field of urban health by local governments to deal with the epidemic and explains the importance of the role of local governments in the face of the Covid-19 epidemic. Review of local government actions in areas related to urban health to deal with the Quayd-19 epidemic in 9 areas of service, water supply, waste collection and waste management, nutrition, health, awareness, general disinfection and cleaning, homeless people And measures and restrictions implemented in different cities, show that despite some economic and political differences and restrictions in some countries, including Iran, which has limited the role of local governments, local governments in all parts of the world within the scope of law. And their assigned tasks play a key role in fighting the epidemic.
