بررسی علل ساخت و ساز غیرمجاز ساختمان و راهکارها در شهر مریوان

چکیده: تخلف از مقررات ساخت و ساز شهری را میتوان در کنار اجرا نشدن طرحها و برنامه های شهری از مهمترین مسائلی دانست که علم برنامه ریزی شهری با آن رو به رو است. افزایش حجم ساخت و سازهای غیرمجاز و آسیبهایی که بر زندگی شهری و محیط شهر میگذارد، قابل چشم پوشی نبوده و ضرورت اتخاذ برخوردی مناسب با این مساله را روشن میسازد. هدف پژوهش حاضر، شناسایی موثرترین عوامل تخلف از طرحهای توسعه شهری میباشد. پژوهش حاضر بر اساس هدف کاربردی و بر اساس ماهیّت توصیفی- تحلیلی میباشد. در پژوهش حاضر با تکیه بر منابع اسنادی و کتابخانه ای و نیز اسناد موجود در بایگانی کمیسیون ماده 100 شهرداری مریوان، 9 مؤلفه مناسب جهت ارزیابی از دیدگاه متخصصین امر تبیین گردید. جامعه ی آماری پژوهش حاضر، متخصصین حوزه ی برنامه ریزی شهری (کارمندان شهرداری مریوان) بوده و بر اساس فرمول مورگان، حجم نمونه 36 نفر بهدست آمد. پرسشنامه ها به صورت آنلاین (برخط) توزیع گردید. پس از گردآوری نمونه ها، داده های به دست آمده در محیط نرمافزار SPSS26 و Smart PLS3 تجزیه و تحلیل شدند. نتایج حاصل از پژوهش منطبق بر آزمون همبستگی اسپیرمن حاکی از آن بود بین علل ساخت و ساز غیرمجاز ساختمان در شهر مریوان و منافع اقتصادی و همچنین ضعف قانون شهرداریها در نحوه برخورد با ساخت و سازهای غیرمجاز و بدون پروانه ارتباط معناداری وجود دارد. به علاوه نتایج حاصل از مدلسازی توسط معادلات ساختاری نشان داد که دقت پیشبینی مدل این پژوهش در تبیین مولفه ها 98 درصد بوده است و در انتهای مراتب نیز راهکارهایی مناسب جهت کاهش ساخت و ساز غیرمجاز و تخلفات ساختمانی در شهر مریوان ارائه گردید.

Abstract: Violation of urban construction regulations can be considered as one of the most pressing challenges currently facing urban planning. The increase in unauthorized construction activities and the resulting damage to urban life and the urban environment cannot be overlooked, highlighting the necessity for an appropriate response to this issue. The aim of the present research is to identify the most influential factors contributing to violations of urban development plans. This research is conducted with a practical orientation, employing a descriptive-analytical approach. Drawing upon documentary and library resources as well as documents available in the archives of the Marivan Municipal Commission for Article 100, nine suitable components for evaluation from the perspective of experts were identified. The research population consisted of urban planning professionals (employees of Marivan Municipality), and a sample size of 36 individuals was determined using the Morgan formula. Questionnaires were distributed online. After collecting the samples, the data obtained were analyzed using SPSS 26 and Smart PLS3 software. The research results, consistent with Spearman's correlation test, indicated a significant relationship between the causes of unauthorized construction in Marivan city, economic interests, and the shortcomings in municipal laws governing unauthorized construction without permits. Furthermore, the structural equation modeling results demonstrated that the predictive accuracy of this research model in explaining the components was 98 percent. Finally, appropriate strategies to reduce unauthorized construction and building violations in the city of Marivan were presented.
